(Falls, Fire, Medical Collapse, Obvious Immediate Danger)
This protocol applies only to clear, observable emergencies that present an immediate risk of serious harm.
Examples include (not limited to):
A visible fall with inability to rise
Loss of consciousness
Fire, smoke, or explosion
Severe visible injury
Obvious medical collapse
This protocol does not apply to routine risks, near-falls, wandering, or unsafe behavior unless an emergency has already occurred.
The observer may speak once, briefly, and calmly.
After a fall:
“I saw that you fell. Are you able to respond?”
If no response:
“I’m here. Can you hear me?”
If fire or visible danger:
“I see smoke/fire. I’m here.”
⚠️ Important rules
Do NOT give instructions (“stand up,” “move,” “get out”)
Do NOT attempt coaching
Do NOT repeat phrases excessively
The purpose is acknowledgment, not intervention.
The observer must act simultaneously or immediately after Step 1.
Contact emergency services (911)
Provide address on file
State: “I am a remote observer viewing a live camera feed”
Describe only what is visible
Contact the designated family emergency contact
Use the fastest method on file (call or text)
“This is [Name] with the observation service. During scheduled observation hours, I observed an emergency involving [client name]. Emergency services have been contacted. I will document what was observed and send a written report.”
No speculation. No diagnosis. No reassurance beyond facts.
The observer documents:
Time of incident
What was visually observed
Exact phrases spoken
Time emergency services were contacted
Time family was notified
Reports remain descriptive only.
Observers must never:
Attempt to coach or direct behavior
Provide medical guidance
Assess severity (“this looks serious”)
Stay on camera “managing” the situation
Delay emergency contact to “see what happens”
